Well back before New York went to zero tolerance and before they brought the death penalty back, there was a rumour floating that some of the wealthier people got a bit tired of the lack of "justice." So they started hiring some of the Aisian gangs to do reprisals.
Of course people alreay pay tax money for justice but that has turned into extortion. You pay your taxes and get abused by the criminals, the police, and the courts.
It might pay to pool some money and hire "Seven Samurai" to adjust attitudes all around.
