Common sense and govt, you dont often see that in the same sentence without "lack of" inserted somewhere!

Scotland has one-tenth of the population, spread out over one-third of the area. It also has historically worse health due to greater levels of poverty and social deprivation (this is commonly known as "the benefit of the Union"). Try comparing spend per head of population between, say, South-West England and London... or anywhere in England, and London. Or anywhere in Britain, Scotland included, and London. At least Scotland's oil has kept the entire UK economy afloat for the last three decades. The only thing London's ever given the rest of us is an overheated housing bubble and various financial busts, bursts and crashes, while a tiny minority of super-rich crooks shuffle the profits off overseas...
