Hope he gets prosecuted, aside from being inexcusably rude (unless the lady gave permission) i do believe that that sort of thing does violate the law.

Get a grip and remove your SOH bypass.
On a personal note, I find this to be very offensive behaviour and if had I been there I would acted.
That said, I can see humour in the situation and as "jan" wasn't offended there was some light-hearted banter.
