In outline, in the USA there are proposals in certain States to put a tax on ammunition. It is seen as an underhand method of controlling and limiting access to ammunition by law abiding citizens.
The maths are as follows:
In the US, there are 75 million gun owners
If during Ammo Week they all go & buy 100 rounds of ammo, thats 7.5 billion rounds of ammo in the hands of gun owners
I feel that we should support the idea

It originated with the Pittman-Robertson legislation of, if I recall rightly, 1938 and was then 10%. Just after WW2 it was bumped to 11%. This is a tax that sportsmen eagerly embraced. It has been used to finance the astonishing come-back of America's game species. It applies not just to ammo, but to all firearms and accoutrement.
Incidentally, the "Robertson" of the Pittman-Robertson Act was the father of Pat Robertson, the Virginia evangelist active in politics in the 1980s.
There is a parallel excise tax on fishing equipment called Wallop/Breaux or Johnson/Dingell (named after, respectively, its Senate or House sponsors.)
